A good vacuum doesn’t have to set you back hundreds of dollars. We’ve tested plenty of cheap vacuum cleaners that do a surprisingly good job picking up dirt, debris, and even stubborn pet hair without making a major dent in your wallet.

Our top picks:

The Good Housekeeping Institute Home Care & Cleaning Lab has tested hundreds of vacuums over the years, evaluating how well they pick up everything from sand to pet hair on carpeting and bare floors. We’ve found that retailers like Amazon and Walmart are great places to shop for affordable models, and the picks below stood out in our testing for their cleaning performance and overall value. If you're looking for a budget upright that does a solid job, our experts are fans of the Bissell CleanView Upright Bagless Vacuum Cleaner, which performed well in our Lab tests.

CleanView Upright Bagless Vacuum Cleaner

Pros

  • Five height settings to work on everything from high-pile carpets to bare floors
  • Easy-to-clean dust cup
  • Turbo brush attachment for pet hair
  • Lightweight model is easy to carry up stairs

Cons

  • No HEPA filter to catch microscopic particles and allergens

Bissell vacuums have long been strong performers in our Lab, especially in carpet cleaning tests, and this Cleanview upright is no exception. It has five height settings, so you can adjust it for everything from high-pile carpet to bare floors. We also like that the bagless dust cup empties from the bottom, a design we found helps minimize mess. The turbo brush is another nice perk, mimicking the attachments we see on pricier vacuums for tackling pet hair and lint on upholstery and carpeted stairs.

Other features include a washable foam filter, 25-foot cord, and a two-year limited warranty. It doesn't have HEPA filtration, variable suction, or a brush roll on/off switch, but its brush roll is designed to minimize scattering on bare floors, and its multi-stage filtration captures both large and small particles. At just 13.5 pounds, it’s also easy to carry up and down stairs.

Pros

  • Great at cleaning bare floors
  • Very lightweight at just under 9 pounds
  • Dust bags are easy to change

Cons

  • No rotating brush for deep-cleaning carpets

We tested this top-rated canister vacuum years ago in our Cleaning Lab, and still consider it a standout for the price. Lightweight and easy to carry, the Eureka is especially good at cleaning bare floors and hardwood. It comes with a hose, wands, and other attachments—including a shoulder strap—that make it easier to clean from floor to ceiling. The dust bags are simple to replace, and the blower port delivers a powerful blast for clearing debris from a workbench, garage, driveway, or deck.

For such an inexpensive vacuum, it also has some nice extras, including fingertip controls and a 20-foot cord. The floor nozzle works well on bare floors and flat and low-pile rugs and carpets, but it won't pull dirt from deeper within medium- and high-pile carpet. For that, you'll want a rotating brush, which this vacuum doesn't have.

Featherweight PowerBrush Stick Vacuum

Pros

  • Rotating brush for carpet cleaning
  • Converts to a handheld vacuum
  • Washable filter

Cons

  • No HEPA filter to trap microscopic particles and allergens
  • Cleaning head doesn't swivel

Stick vacuums are lightweight and convenient, especially in homes with lots of bare floors, but they don't always have enough power for carpeting. This Bissell is a little different. Unlike many stick vacuums at this price, it has a rotating brush roll that helps pull pet hair and other debris from carpets and upholstery. It also converts to a handheld vacuum and has a cord, so you can clean without stopping to recharge.

Bissell stick vacuums tend to perform well in GH Cleaning Lab tests, quickly picking up debris from bare floors and low-pile carpets without pushing or scattering it. The Featherweight PowerBrush has a small washable filter at the top of the dust cup, but it isn't a HEPA filter, and the cleaning head doesn't swivel.

Pros

  • Weighs only 3 lbs
  • Flexible 4-foot hose
  • Impressive runtime

Cons

  • Battery and charger sold separately

Small but mighty, this Worx handheld vacuum weighs just 3 pounds and earned the highest overall score in our most recent test of 19 handheld vacuums. It earned perfect scores in six of seven ease-of-use tests and five of seven performance tests. It's also cordless, and the rechargeable battery works with any 20V or 40V Worx power tools. The catch: The battery is sold separately, so you'll need to factor that into the cost. In our testing, it ran for 23 minutes on a single charge—longer than many handheld vacuums twice its size.

The Worx has a washable HEPA filter, crevice tool, dusting brush, and flexible hose that extends up to 4 feet, making it easy to reach under car seats or into tight corners. We also liked its boxy shape and convenient top handle, which made it surprisingly easy to carry.

Pros

  • Powerful suction and brush for pet hair pickup
  • Built-in extra long crevice tool
  • Long runtime and easy-to-read battery indicator

Cons

  • Filter is not HEPA

This Black+Decker earned the second-highest overall score in our Cleaning Lab tests, thanks in part to suction that rivaled some of the pricier models we tested. The motorized power brush is another standout, helping lift pet hair and other embedded debris. In our testing, we were impressed by how much dirt and pet hair it pulled from carpets, even on the standard power setting.

It also has a 32-minute runtime, which is long for a handheld vacuum, plus a washable filter and easy-to-empty dustbin. It earned high marks for being one of the quietest handhelds we tested, and the large battery indicator makes it easy to see when it's time to recharge. On the downside, it doesn't have a HEPA filter, which would be a nice feature for allergy sufferers.

Pros

  • Slim design gets under low furniture
  • Multiple options for deep or regular cleaning
  • Large wheels improve mobility

Cons

  • May struggle with taller door ledges

At just under 3 inches tall, this robot vacuum has a slim design that easily slides under low furniture, while its BoostIQ automatically increases suction when it detects more dirt. Large wheels help it move between hardwood, tile, and medium-pile carpet, though it can't clear thresholds taller than 0.65 inches.

Sensors help prevent falls from stairs and ledges, and bounce navigation helps it move around furniture and walls. The included remote lets you start spot cleaning or target room edges, and it automatically returns to its charging base when the battery runs low.

Other cheap vacuums we've tested

  • Bissell Zing Canister Vacuum is another budget-friendly model from expert- and tester-loved brand Bissell that has features we look for in more high-end models. It's a compact canister vacuum with auto cord rewind, a washable filter, and attachments to clean in tight corners and for dusting. The Zing does not have a rotating brush, so it won't be able to get deeply embedded dirt out of thick carpets, but a flip of the switch on the multi-surface floor tool allows you to go from hard flooring to carpet easily.
  • Dirt Devil Grab & Go Cordless Hand Vacuum was recently tested and noted by our expert for its ease of use and great performance. A two-in-one crevice and dusting attachment are included, and you can mount the model on the wall for easy charging. You likely won't be picking up many big messes with this compact vac, but for small messes on the kitchen counter or crumbs from car seats, it's a great option.

How we test vacuum cleaners

vacuum testing at the good housekeeping institute

In the Good Housekeeping Institute Home Care & Cleaning Lab, all vacuums are tested exactly the same way for more accurate performance comparisons, and our tests are based on the ASTM International industry-standard test methods. We've tested countless stick, upright, robots, and handheld vacuums in our Lab, including several models from every brand on this list. Each stick, upright, and canister vacuum may be evaluated on a custom-built machine (pictured) that automatically embeds a predetermined amount of debris into our test carpet, and then passes each vacuum over the carpet a standard number of times. We then weigh the vacuum's dustbin or bag and calculate the percentage of the debris picked up by the vacuum.

In addition to carpet cleaning testing, we test all models on bare floors and for their ability to pick up pet hair. We may evaluate suction at the hose, ease of use, loudness, and any other extra attachments or features unique to a specific model.

pet hair removal testing of vacuums
Philip Friedman

To test pet hair removal, we use industry-standard rayon fibers to simulate pet hair that we evenly spread on a carpet’s surface. We pass each vacuum the same number of passes over the carpet and take the weight of the dust bin to measure how much the vacuum cleaner was able to pick up. In total, each vacuum goes through a minimum of nine separate tests just to assess floor cleaning performance.

Testing for ease of use includes evaluating maneuverability (weight is a factor here, too), battery run time for cordless vacuum cleaners, ease of the controls, and how simple it is to empty and clean the vacuum cleaner after each use. These assessments are often made not just by our Lab experts but by consumer testers, too.

Additionally, we evaluate the owner’s manual for each vacuum cleaner and assign it a grade for robustness and ease of following instructions for use. Models that are tested in consideration for our Cleaning and Organizing Awards are also sent to members of our panel of consumer testers who test the vacuums at home and provide us with feedback.

What to look for when shopping for the best cheap vacuum cleaner

When shopping for a budget-friendly vacuum, pay close attention to durability. Cheaper models tend to have more plastic parts, so read retailer reviews online about sturdiness and breakage before buying. Here’s what else to consider:

✔️ Vacuum type: Stick vacuums, like the Bissell Featherweight, are lightweight but aren't usually the best choice for homes with lots of rugs or thick carpet. Uprights, like the Bissell CleanView, are better at deep-cleaning carpet and often have adjustable height settings. Canister vacuums, like the Eureka Mighty Mite, are easier to carry between floors, especially with a motorized brush attachment. Handhelds, like the WORX Power Share Cordless Cube, are best for quick cleanups on counters, furniture and other above-floor surfaces.

✔️ Bagged or bagless: Bagged vacuums are easy and relatively mess-free to empty, but you'll need to keep replacement bags on hand. Bagless models don't have ongoing bag costs but can release dust when emptied. You'll find more bagless options in the budget category, since they're generally cheaper to buy and maintain.

✔️ Power source: Corded vacuums offer continuous power but limit your range, while cordless models give you more freedom but require charging and battery monitoring.

✔️ Attachments: A motorized power nozzle helps lift dirt from carpets and rugs, while a crevice tool reaches tight spaces. A mini turbo brush is especially useful for removing pet hair from furniture.

✔️ Warranty: Most budget vacuums come with a one-year limited warranty, though some offer less. Use your vacuum regularly during the return or warranty period so you can catch any issues early. With inexpensive models, repairs may cost more than the vacuum is worth, so replacement can sometimes be the more practical option.
